The opening reform of china has been carried on for many years, during which the state-owned commercial banks play an important role to supply infrastructure capital. With the development of commercialization, the competition between the state-owned commercial banks indicates benefit-oriented. However, the state-owned commercialbanks have departure from the basic object--maximal profit, which could limitspeed and scale of our economy.This paper, based on the general running behavior's theory--maximal profitobject, makes clear that the state-owned commercial banks aspire after scale effect, scope effect and structural effect to achieve this object. Then, utilizing the time induction the author divides the over 20 years development of the banks' competition into three phases. What's more, the positive methods are chosen to manifest that our state-owned commercial banks have departure from maximal profit object. Amount of reasonable data from 1984 to 2004 primly support the author's viewpoint the running behavior of the state-owned commercial banks has taken on the dissimilation.How to normalize the running behavior of the state-owned commercial banks has been a troublesome problem. At the end of this paper the author supports the current suggestions about company governing structure and motivating mechanics. At the sametime some new proposals are made--establishment of bank alliance networkorganization and 6-Sigma reengineering of the bank flow.
