For a long time, there are conflicts existing between the developed countries and developing countries about the Patent Protection Policy, especially in Pharmaceutical Industry. Such conflicts are reflection of game of various parities' interests. With the pharmaceutical R&D cost, the Administration fee and Public Health expenditure continuous growing up, people find it very important to coordinate the conflicts among developed countries, developing countries, large, intermediate and small pharmaceutical companies, consumers and governments.Based on Marx's Capital Reproduction Theory, the author gives comparative analysis on the Pharmaceutical Industry Policy in U.S.A, India and China that were made under a more complex market circumstances.The author will research on how U.S.A government balance the profit conflicts in United States, and how to protect the privileges of American pharmaceutical companies which are facing the competition from the corporations of the developing countries within the World Trade Organization (WTO) Dispute Settling Mechanism. The policies of Indian government in different historical phrase and the good consequences from these policies will be well discussed in this dissertation.In the end, the author analyzes the Intellectual Property Discussion between the China andU.S.A governments in 1990's. After studying the current situation of China's pharmaceutical industry, the author gives his own advices on how to develop China's pharmaceutical industry in a complicated competition environment.
