The operating efficiency about our state-owned commercial banks is very low. This has become a bottleneck problem to confine the economic system reform further deepening. Its concrete display is that its internal operation mode isn't match with the present surroundings. Especially, the organization structure, the operation of marketing management and the human resource management among it show more outstanding.Looking from the competition surroundings of our state-owned commercial banks being faced with, on the macroscopic layer, including the train of thought of the national government reform to banks, the annexation tide on the international market and the world economy unified; on the microscopic layer there is competition between China bank trades including state-owned commercial banks, stock system commercial banks and other non-finance organizations including securities, insurance, etc and the property debts of state-owned commercial banks themselves have been almost beyond the reach of their abilities.By studying the operating surroundings of our state-owned commercial banks, looking for the problems in operation and analyzing them in order to probe into its operation mode. At the same time, using for reference of the experience and lesson of developed country developing financial control stock company, combining with the conditions of our country, putting forward some relevant measures and countermeasures, for example, reforming the structure of investing main body in order to realize the multiple-unit of it; perfecting the inter government structure, building the present company system; building the appreciation business process as the basis with customer so as to realize the flat structure and the vertical management; strengthening the manpower resource management and development in the aspects of person inviting applications, selecting, training, employing, assessing, and so on; subdividing the aim market and establishing the serving emphasis in the operation; selecting the moderate degree, non-random sale channel and innovating the financial product and serveby properly using promote policies in order to realize the whole sale, further, enhancing its competition ability.
