Analysis On Technological Innovation Capacity Of The Three Gorges Project

From macroscopic to microcosmic, researches on technological innovation capacity can be divided into three facets: research for countries, for industries and for enterprises. At present the research is mostly focused on the facet of enterprises and its appraising methods arc enriched day by day, simultaneously some achievements are gained in the research of the other two. The world 's research on it started comparably late, which is not mature in theory and the terms of it is varied,so the research is only at its beginning. So far researchers have paid attention to time and environmental influences on it, but it's still blank in some fields: the first is that acquaintance with constitutional factors and growing process of it is confused, another is that time and environmental factors aren't included in valuation index system although they've been concerned properly, thus results in the lack of valuating on its changeable perspective and interrelation between it and its environmental factors. Still another is that reciprocal mechanism among these factors isn't exploited, which discounts the practical value of appraising results.This paper analyses the conceptions and structures,and demonstrates the valuation index systems of the above three facets respectively,adapting the opinions of some researchers. Based on these three and considering the features of great projects themselves, it attempts to build a set of appraising indexes applicable to great projects. A study on Three Gorges Project(TGP) is conducted by simple mathematical calculating. Through summarization of the cultivating experiences of TGP's technological innovation capacity, references can be provided for other water and electrical projects.This paper argues that the technological innovation capacity of a certain project is not only the materialization of a country's ,but also the integration of enterprises'. It belongs to a middle layer. Regarding the attainability of the first dada, the analysis of TGP is only on its own instead of dynamic compare with other projects,in which quantitative and qualitative analysis are both used. The forward of great projects' fill in the blanks of domestic research.It enriches the theory and is a new issue worth to be studied further.
