This paper begins with the definition technological innovation and its important roles in enterprise competition, followed by an analysis of competition advantages originating from technological innovation and corresponding strategies. Then the concept is described of nuclear competitive power based on technological innovation together with the ways to obtain the competitive power. Also discussed is the relationship between technological innovation and the construction of nuclear competitive power. Additional, the necessity and function of nuclear innovation results evaluation put forward. The factors impacted nuclear innovation result and its according policy is analyzed. The author also discussed the decision factors of technological innovation result evaluation,that is, the effect, investment and risk of technological innovation, the description of, analysis of repression of the effect, the input and the output, and evaluation on the risk of the technological innovation. As for the long period development strategy of an enterprise, a high standard orientation theory based on technological innovation is proposed, with which some key factors and optimization methods are summarized form different perspectives of technological innovation. And an evaluation standard system based on fuzzy and comprehensive mathematics and assessment model is constructed, in which the qualitative optimizations are quantized to a certain degree so as to provide scientific reference to the technological innovation and performance evaluation. A further improvement of effective evaluation and the combination of technological innovation is achieved by applying the DEA theory to construct a decision-making unit assessment model, which overcomes the limit of individual project decision-making, thus offering a reliable scientific basis on which the choice of decision-making project is made. |
