With the reform of our medicine commercial management system and the open of purchasing and distribution policy, the medicine retail entry ice which has been state-monopolized for as long as 30 years has been broken; the lowering of pharmaceutical store entry threshold in 90's of last century has drawn massive introduction of capitals. Especially since year 2001, with the ice-out of policy for pharmaceutical stores run by the local people, each place has released one after the other the launch limitation for pharmaceutical stores which has been "prohibited" for several years and implemented national pharmaceutical production quality criteria standard (GMP) and national pharmaceutical management quality management criteria (GSP); as long as those enterprises conform to the criteria, they could be granted to enter the medicine market, thereafter capital run by the local people and private operators have invested in launching of pharmaceutical stores in succession. Numerous pharmaceutical stores have mushroomed in each city to carry out pharmaceutical retain service. With the strengthening of management capabilities of pharmaceutical stores, the chain management is inevitable trend and chain pharmaceutical stores has become the mainstream of development of pharmaceutical retail industry.Compared with food and dress chain stores, chain pharmaceutical stores appeared relatively late as a professional store. Until early of the 20th century, the earliest chain pharmaceutical store in the world just presented itself in USA. Despite late start, its development is quite fast. In many developed countries, especially in USA, through the development for several decades, chain pharmaceutical stores has become the mainstream of pharmaceutical retail industry.The fundamental reason why chain pharmaceutical stores could be the champion in the pharmaceutical retail market of the developed countries, lie in the fact that compared with traditional independent pharmaceutical stores, chain pharmaceutical stores has more competition advantages. Because pharmaceutical is a special commodity, the safety and effectiveness of pharmaceutical directly relate to the life and health of the people, such competition advantages not only lie in the management scale of pharmaceuticalretail enterprise and the management efficiency, but also in the product quality of pharmaceuticals and the guarantee of service quality.The chain pharmaceutical stores could be realized through the union and merger among the enterprises to expand enterprise scale, as well as through the management across the regions and exploitation of rural markets, and the quantity of chain pharmaceutical stores could be increased in the way of set-up of regular chain pharmaceutical stores (company-owned chain pharmaceutical stores), franchised chain pharmaceutical stores and voluntary chain pharmaceutical stores to expand the scale of chain management.While our pharmaceutical chain enterprise has developed speedily, a few problems have been exposed during the development course. They are not only the problems of system and policy, but also the problems of the enterprise themselves. Among them some questions and conflicts have become fairly apparent and sharp, which have seriously limited the further development of retain pharmaceutical chain industry. Such problems are centrally embodies in the following aspects:1. The lag of national policy supervision and dministration;2. Linked but not locked, join in and direct management decide the selection of retail chain expansion mode;3. The problems caused by across region management: high running cost, ambiguous logistic mode, incomplete distribution center and computer system, etc;4. The control and administration problems during the management;5 . Business is not focused and the core business are not positioned accurately;6.
