Try To Explore Economic Development Zone And The Development Of Territorial Economy

Since China's Reform and Opening-up, driven by state's all-level-opening-up strategy and the world's new technology revolution, both central and local government have approved and constructed various levels of economy development zones with various themes. Along with it, at the beginning of 1990s, China once experienced "economy development zone fever" with the zones booming everywhere, which made worse the already existed lack in strategic planning, likeness in function and low-level repetition. While currently faced with new economic environment domestic and abroad, especially in this period with China's entry into WTO, how can economic development zones hurry up from "attractive-by-favor type" to "attractive-by-function type" and strengthen competitiveness internationally? How can economic development zones keep pace with the development of territorial economy? We must address these issues highly attentively.This article emphasizes the relationship between economic development zone and territorial economic development in effort to find the key to keep them simultaneously benefiting each other. In this article, the coming-into-being of economic development zone, its process, problems and challenges during its development will be addressed. Economic development zones can benefit territorial economic development by economic resource allocation, restructuring, growth driving and scientific system modeling, and at the same time economic development zone relies territorial economy on capital, environment and policy; so they are supplementary to each other, In order to keep economic development zone and territorial economy at a same pace, the management of economic development zone should be upgraded and it is necessary to set up a reasonable and flexible operating system, make corresponding improvements, as well as enhance internal management, and develop a long-term strategy. The upgrade of investment environment, the development of foreign-oriented economy, the attraction for foreign investment, the expanding sources of funding, the cooperation among territorial economies, the set-up of economic development zone market system, and the emphasis on scientific and flexible exploration of land shall all be considered to improve the core competitiveness. This article is to find the way to modify fund, market, corporations, and industry structure, to improve the economic development zone and its overall value.
