Agriculture comprehensive development (ACD), which is supported by government and began to implement in our country in 1988, is a crucial act to protect agriculture, to safeguard food security, also to stabilize economic and social development. With the fundamental aim to realize agriculture modernization and farmers' well-off, the main contents of ACD include making use of agricultural resources comprehensively, and strengthening infrastructure of agriculture, improving basic condition of agriculture production, and boosting up production ability. On the basis of central government's finance investment, ACD accumulates agricultural development capitals by the methods of multi-channels, multi-layers, multi-ways, and has set up capital-forming mechanism and comprehensive investment mechanism, in which the former is country-led, matching-investment, built by civilians but sponsored by government, rolling development, the latter is regarding country investment as the dominant status and fanners' investment as the main body. In the past decades, with limited finance capitals (especially central government's finance capitals), ACD has had a great of achievements in leading and driving our society investing on agriculture, also motivating and mobilizing farmers' active attitudes towards increase of agriculture investment. However, in the process of the deepening and development of market economy, reform for rural tax and fee and food circulating system, the investment mechanism of ACD faces lots of problems when the conflict has been standing out between industrialization, urbanization and grain production, farmlands, the problems are such as the local government's policies not matching with central government's policies, and the difficult to reclaim credit-capitals and to put the loans into practice, which all become the main factors in influencing the development of ACD.On the basis of comprehending the formation and development of investment mechanism of ACD deeply, this paper makes a positive analysis on the current problems that include macro-factors like investment direction and sources of ACD, and micro-factors like implementation of all types of ACD projects. According to the theory of development economics, industry economics, and the science of agriculture policy, absorbing foreign mature policies and mechanism of agriculture investment, connecting with the situation of our country, then the paper puts forward some suggestions as followings: ACD should take the food security as the aim in the new era and also should concentrate capitals on the districts which produce grain mainly; Main investment on the project of land management should be supported by the central government; It is necessary to reduce finance matching rate of maingrain-production provinces, to establish systematical finance and finance subsidy system and to increase the investment standard.
