Project Cost Management is the key in implementing of a project. Project Cost Management, as an important part to guarantee economy benefit, uses effective ways to control the whole expenditure in project construction under the limit of budget. This article is a retrospection of the full developing and construction course of Yi jia (A real estate project at Qinbeijiang), theory and means of cost control in decision making, design, bidding, construction and finishing of the project are all discussed in the article.Firstly, through the analysis of real estate industry and cost control of Jiaoda Real Eatate, the article emphases on the necessity of cost control. Then, a brief introduction of cost control in real estate project developing is given, including the element of costing in real estate project developing, the principle, tenet, program and technique of project cost control. On the basis, the means of cost control of Yijia (a real estate project at Qinbaijiang) is discussed from its decision-making, design, bidding, and construction to final balancing. In the part of decision making, the relationship between decision-making and cost is put forward, and the composing of feasibility report as well. It is pointed that investment estimate is a vital part of the design of real estate project; it is an important basis of project decision-making. In the phase of design, the importance of using value engineering in blue print choosing is emphasized, and quota design is key to cost control at design phase. In the phase of bidding, programs and methods of bidding, cost calculation of contract is introduced, it focuses on that construction volume listing quoted price is helpful to real estate companies to compete in market, so this is the best way to reduce the construction cost of a project. In the part of construction phase, it emphasizes how to control altering of design and construction volume visa, how to handle the problem of claim and counterclaim, how to control the payment of project fund. In the phase of finishing, how to strictly control the finishing check and accept and to transact balancing is introduced. Finally, it summarizes the executive effect of the Project Yijia, and experiences of the author.Theory and practice are combined in the article. Through cost control instance of of Project Yijia, the importance of cost control in real estate project is emphasized. Hope it can provide references to middle or small real estatecompanies from the aspect of cost control.
