Taking the foreign relative theoretical research for reference, based on the requirement of barracks construction, this paper discusses barracks construction cost control countermeasure and methods. Firstly this paper analyses status quo barracks construction cost control methods of our army, present basic theory of the army barracks construction cost control. In order to guarantee the cost-effectiveness and standardization of the operational control, this thesis has analyzed general model and the technical method of the item cost control, and stressed two commonly methods of the project cost control: feed forward control and feedback control. Considering of the advantages and disadvantages of feedback control and feed forward control, to combine the characters of one-time, the outcome of the irreversible nature and the specific nature of time etc, this thesis provides forward-looking type of project control, Which puts project quality at the key step and put the cost and time limit under the same system, and strictly restricts the three factors with pertinence, effectively avoids the lag of construction control, Each project ties with the entire project closely to ensure the project completed according to plan. Then this thesis provides barracks items construction cost control countermeasure in system and expatiates on system construction, control system, operational decision and cost control at the important period. Finally, this thesis analyses and proves the real effect of the forward-looking approach in the army-controlled barracks control of the project cost control through example.
