For accelerating the development of market economics and establishing the competitive framework there occur multiple telecommunication service providers and the market of telecommunication has been opened, meanwhile the occupation ratio of market has been redistributed. With the competitive situation the increasing of business of the main providers is slowing down as well as the profit. The time of low profit for telecommunication market has come. On the other hand there lack market regulations and fair market competitive conditions. Therefore without doubts it's more difficult for new telecommunication service providers to enter into the market.Moreover newcomers will face problems of resource shortage. There'll be difficulties of zigzagging the city streets when they plan to set up the infrastructure by themselves at the same time the costs will be very high for them to leasing from other vendors. As a new established company the initial investment of infrastructure is significant and it'll take a long time before it can share the market. Not only this there's another possibility that other competitors will defense them by low price dumping. So it's extremely hard for a new company to make profit in a short time. Under such circumstances new providers have to have differentiated competitive strategy to serve their customers in an unique andunexpected way to enable themselves to survive and win in the highly intensive competition environment of telecommunications market. It's a very important part to enhance the differentiation of network technology by technology invent in the differential strategy of telecommunication service provider.The NGN(i.e. Next Generation Network) , which is based on the packet switch digital network and takes the soft switch as its kernel, can meet the service requirements of integration , characteristics and openness, can meet the technology structure requirements of multi-layers, standardization and openness . It is able to provide data, voice and multimedia integration services. It is consistent with the trends of current telecommunication business and networking development. The NGN has the advantages of capacity of fast deployment, it is expandable, economical and efficient with the ability of fast expansion in the market, easy to be implemented , it supports Qos(i.e. Quality of service), high availability, multiple business and uniform business network compared with the TDM(i.e. Time Divided Multiplex) network.Then can the new telecommunication company take the opportunity of utilization of NGN technology to establish a telecommunication network to enter the market with the help of new technology and new business? This article takes the newcomer, T company as an example to study the feasibility of the NGN commercial project. The study is based on my works in studying the feasibility of the project as a member of the NGN projiect team. There are 8 parts in this study. First of all summarizing the related background of T company and the NGN project, secondly analyzing the market environment, market position, profit model, then coming up with the detailed plan for the NGN commercial network of T company. The fifth part discusses the human resource and training, then estimating the investment of project based on the related documents and advices followed by economical evaluation of the project, which calculates the relevant financial indicators andanalyzes the sensitivity and social effectiveness etc., finally gets the conclusion of feasibility study of the project according to the above 7 parts.
