The disposal of city household refuse is a question the whole world must be in face of, especially for populous China. The total amount of city household refuse has increased rapidly following further development of national economy and society, and acceleration of civilization and increase of city population, and the formerly adopted rough manner of refuse disposal has been unable to meet the requirement of today's city construction of environment modernization. Therefore, finding a more effective and sustainable manner of refuse disposal has become an exigent task for government.The refuse incineration power plant is a kind of city infrastructure, the common features of which are large amount of investment, low level of operation and management, and low efficiency in economy. Although the refuse incineration power generation is an up-to-date manner of refuse disposal, the successful operation of this project cannot be guaranteed if the former mode of construction, operation and management is still adopted. In order to solve the problem completely, the former mode of construction and management must be changed. It has been proved in practice that BOT mode is an effective way to solve this problem. Chengdu refuse incinerating power generation project is an infrastructure to be constructed by the municipal government in the very near future. Some feasibility studies have been conducted in earlier stages, and the internationally common mode of BOT is to be adopted. According to the operating features ofcommon BOT projects, this article makes a general planning for this project first, and then designs preliminarily the organization structure and contract structure for this project. Finally, the article puts forward the operating sequence for Chengdu refuse incinerating power generation project, and makes an in-depth analysis of the risks the project may run into and the possibly-taken measures to prevent the risks.This article makes a general planning research for Chengdu refuse incinerating power generation project, and blazes new trails by putting forward the idea that domestic and state owned corporate fund participate into this project, in comparison with the fact that the BOT mode is adopted to be the way to attract foreign fund before. Meanwhile, this article also puts forward the idea of manufacturing the crucial equipment on the basis of imported technology. It is expected that this article could be a reference to the construction of Chengdu refuse incinerating power generation project to be implemented soon.
