State owned enterprises have been disturbed by its huge and complex organization construction, its staff members loaf working style and its low efficiency for many years. All of these corrupt practice have seriously block the fast development of State owned enterprises. To change this station, Dong Feng Electrical Machinery Works have practice a series management reform focus on relationship adjustment between workers and boss, as well as wages distribution style adjustment. This report will apply the knowledge of human resource management, study and analyze the incentive system which is constructed during the process of reform. In fact, it is the core of whole reform that fully apply all kinds of incentive and restrain methods, stimulate workers enthusiasm, increase enterprise's vitality.This report include four main parts. In the first part, internal and external environment in which stated owned enterprise carry out reformation, as well as the basic situation about Dong Feng Electrical Machinery Works are introduced. The second part is the emphasis of this report. The reform process and the prepared procedure before incentive practice are simply introduced, and then, staff incentive system has been studied in detail in this part. This system can be divided into two levels. The fundamental level is the basic criteria which must be obeyed in order to get a good incentive effect. That is: try hard to give the staff more feelings of equality. Improve their satisfaction by confirm their work and give them rewards according to their achievement. Under the guidance of this criteria,Dong Feng Works make effort to create fairness working environment, increase the management transparency. The super level is many specific incentive methods. Wages incentive is the most important method. Other methods such as material object incentive as well as welfare incentive make particular effect at the same time. In the third part, the staff incentive system is analyzed in the detail and we draw some important conclusion. In the fourth part , we put forward our suggestion according to the problems we have found in the incentive system.
