The market risk of personal housing consumption loan means the possibility of related financial institutions suffering loss caused by price fluctuations of the related real estate market and financial market. Based on analyzing the forming mechanism and characteristics of market risk, the disquisition studies theories model of the real estate value and loan value in our country, and, via demonstration study, expatiates the influence of the market risk and the function process. As the personal housing consumption loan takes the purchased house as mortgage, when the market value of the mortagaged house is lower than that of the loan, i.e., LTV (loan-to-value) larger than l,even if handling the mortagaged house, the bank may suffer loss if the debtor break contract. Meanwhile, it is a beneficial strategy for the debtor to take no account of the cost to break the contract, abandon the house property and refuse to repay the loan, namely, sell the mortgaged house to the loaner at a price higher than the loan in exchange for the the exemption of loan repayment. The higher the LTV, the greater the possibility of voluntary default. At the same time the market interest rate fluctuations also have great impact on the personal housing consumption loan. As for the fixed-rates loan, the market value of the loan and the LTV will increase when the market interest rate falls, leading to the voluntary default or advanced loan repayment of the debtor. When the market interest rate increases, the financial capital costs will be increase, which will decrease the bank's benefits. In terms of adjustable-rate loan, the rise of the market interest rate may force the debtor to default because the increment of monthly repayment exceeds the debtor's financial ability.There are some characteristics, mechanism and particular function in market risk of the housing consumption loan comparing with the credit risk, and it affection is also more systematic and more important. Anticipating and guarding are more difficult .The text, according to Chinese actual circumstance, put forward to guarding against the importance and concrete couterplans of the market risk. According to the characteristic of the market risk, it emphasized the importance of the government in against marker risk function, at the same time, absorbed foreign experience, according to the special of China's condition, put forward the idea of setting housing consumption loan's government guarantee organization in our country.
