On Operation Strategies And Tactics Of Yueyang Urban Construction Investment Corporation

With the acceleration of the pace of urbanization and the perfection of the socialist market economy, the urban construction and development attaches more and more importance to its entirety and working efficiency. Meanwhile, the rapid concentration of population and industries in the city makes the delayed urban mfrastructural facilities become the hindrance to the urban development. The increasing lack of funds for urban construction and the rapid expansion of debts affect the sustainable urban development. Under the conditions of the piling of vast historical debts and great demand of urban infrastructure facilities, how to solve the lack of funds and speed up the development has become an important and urgent problem. In order to expand the source of urban construction funds, some city governments have used the experience of other countries for reference, tried to make use of market economy means, entered the urban capital in service with urban operation ideas. As a main part of urban capital operation, urban construction investment corporations come into being.Yueyang Urban Construction Investment Corporation (YUCIC) also come into being, entering the urban capital especially the urban mfrastructural facilities capital into service. Corporation makes the whole city as a resource entirety, allocating the resource reasonably and taking inventory. It collects, reconstructions and enters into service the naturally-fonned capital (e.g. urban land), the human capital (e.g. urban road and bridge) and the extended capital concerned constructing the urban space and functions, taps the latent power of urban resource to the most. It realizes the biggest and best resource allocation in order to increase and collect more urban capital to form a good circulation of urban construction input and output. YUCIC is the outcome of our national urban construction system reform. It has beneficial effect on operation modes, collection and management of urban construction capital, the speed of urban infrastructure] facilities construction, the reasonable allocation and increase of capital and the forming of good circulation of investment. YUCIC, however, is still in its infancy. Its development is still restricted by many factors. Many problems arose in the operation. A China's specialized urban construction investment corporation management mode in accordance with that of the world development rule is needed. Based on the analysis of the present conditions of YUCIC in recent years, the research on the main problems in operation, this thesis, together with the author's knowledge in business administration and the reality of YUCIC, proposes strategies and tactics needed in the present operation of YUCIC.The research methods include systematic combination methods, qualitative andquantitative analysis combination methods. Based on scientific demonstration, this thesis proposes several policy suggestions.The research is based on the author's work and practice, so it is practical and operational.
