As a core function of Human Resource Management, Performance Management is a strategic managemental thought and managemental method, which can improve performance of organization and help organization to get success constantly. A complete performance management system for enterprise should include three layers, that is performance management of organization, department and employee. Performance management of department is a key layer responsible for connecting performance management of organization and employee. It has become a strategic measure that can help enterprise to develop competing advantage and acquire core competing ability.Lack of special research of performance management of department for enterprise headquarters in our country, there isn't systematic theory yet. Considering reality of weak function of enterprise group headquarters and effectiveness of performance management, the primary aim of this paper is to combine performance management with each functional department of enterprise group headquarters and establish department performance management system for headquarters. The further one is to improve performance of headquarters, reinforce its function, then promote performance of whole group and enhance competing ability of enterprise.
