The Research On Enterprise Group' Performance Appraisal And Financial Affairs Diagnosis

Since China is accepted into WTO, all businesses in China are confronted with the problem of how to vie with the external capital. In order to compete with external large enterprises, more and more enterprise groups are established at rapider velocity in China. The amount of enterprise groups which have enrolled in our country is up to 20000, and the national monopoly mould businesses are especially dominant in adopting the mode. Yet how to examine enterprise group and its suborinate' performance, improve their benefit, retain and raise nation capital, at the same time increase the initiative of business management persons and establish valid incentive and restriction mechanism, is the urgent problem that the investors have to solve. The electric power enterprise groups belong to national monopoly mould businesses. Their management state directly affects national economy and the development of China. Basing on the analysis of electric power business groups, performance appraisal and financial affairs diagnosis of business group are researched in the dissertation, which has important actual sense and academic value. After summarizing the relevant theories and methods of business group performance appraisal at home and abroad, combining with the actual situation of electric power enterprise groups, the dissertation researches the particularity of the groups applying mathematical statistics and operational research rules basing on existing theories of modern financial affairs diagnosis and performance appraisal and two performance appraisal systems: ministry of finance's and state power company'. Taking Hunan province electric power enterprise group as example, the dissertation analyzes the electric power enterprise groups' present situation and the existing problems in them, discusses the effect of inside and outside condition change on performance appraisal, studies performance appraisal' index kinds, index items, standard value, the means by which the weight is obtained , influencing elements and their change. The research provides academic and practical foundation for performance appraisal, financial affairs diagnosis, constructing method library and model library, establishing evaluation criterion and weight-regulated model library by establishing performance appraisal index system which is scientific, reasonable and candid basing on system analysis.The performance appraisal system, index system and weight system which arepresented in the research are proved right by substantial evidence research of Hunan province electric power corporation' performance appraisal. The financial affairs in Hunan electric power corporation have been diagnosed by performance appraisal, the key problems in management have been found out and improving methods have been presented which have brought economical benefit for the business.An analytic model of rating results and its influencing factors is established which expounds the intension of influence of business group policy change on evaluating results and performance management, can research weight value, evaluation criterion , the difference of synthetic evaluation result which is caused by divergence of different area' financial affairs key elements and policy change. A system diagnosis frame analytic model is also presented.
