Research On Transformation Pattern Of Shaanxi Research Design Institute Of Petroleum And Chemical Industry (SPCI)

Regarding SPCI as the research object under the background of fact that the nation promotes the institutes' transformation, the paper probes into its transformation patterns selection and property right issue in order to solve its development problem in the future.Using strategic management theory and method, through questionnaire investigation, the paper analyzes the interior or exterior demand of SPCI at first, and summarizes superior condition and opportune time that this institute deepens transformation ' further; Secondly, lodging the institute's transformation goal that it should transform into a scientific and technological enterprises with modern enterprise institution, the paper studies its transformation strategy orientation, and defines four transformation patterns and the corresponding strategy scheme for it to select, which includes transforming into technological enterprise group wholly, transforming wholly into technological enterprise, transforming wholly joins separating accessorial operation from primary operation and founding a new enterprise by uniting a enterprise; Moreover, the paper analyzes four kinds of transformation patterns available of this institute in detail from such respects as the main advantages and disadvantages, suitable condition, etc.; Then, drawing lessons from quantitative strategy plan matrix (QSPM) and AHP, through carrying on the suitability evaluation, feasibility evaluation and acceptability evaluation to the transformation patterns available, the paper determines that the institute shouldadopt the transformation pattern transforming wholly joins separating accessorial operation from primary operation to transform into enterprise; Finally, for guarantee this institute realize its transformation goal smoothly, the paper lodges a suitable property right transformation scheme for this institute, so that the profound problems existing in its transformation course are solved.
