With the changes of enterprise environment inside and outside and the implementation of enterprise information, the traditional cost management mode isn't already fit for the demands of enterprise development and the market competition. The production of steel enterprise itself has both discrete and continuous characteristics whose process is complex. And also the products have numerous species, which all make the cost calculation and management more difficult. Therefore, it can't do more effects to the cost control of production process. The modern enterprise cost management needs a general and integrated system which can plan, control and manage various enterprise costs harmoniously so that the various business activities can all be operated facing to the market. Take a wide view of the developing trends of the domestic and international steel industries cost management, they all developing in the way of information and mainly for the business-decision. So it drives the enterprises to make full use of modern information technology and advanced cost management theories which can provide effective tools to decrease the business costs and increase the economic profits.The paper does some researches as follows for the problems described above:1. Based on the research of steel industry and its information level and the advanced enterprisemanagement theories such as ERP, MES et al, this paper presents the steel industry oriented production cost management mode in the integrated environment of ERP and MES.2. According to the production management mode described above, this paper builds integrated production cost management system based on the upper management system (ERP) and lower execution system (MES).3. Using the Unified Modeling Language (UML) this paper analyzes the system functions, design the system structures and set up the system architecture and software prototype.4. Practicing the software prototype and according to real conditions and characteristics of the enterprise, adopting the J2EE 3-tier architecture, the production cost management system for Dongbei Special Steel Group is developed.This steel industry oriented integrated production cost management system is based on the enterprise information and advanced management theories, adopts the production cost management model integrated with ERP and MES, achieves the unification of flows of material, capital and information. Due to the application of the system, it makes cost calculation even more particular and greatly alleviated the task. Meanwhile, the integrated system can harmoniously plan, control and manage various production costs in order to meet the aims of raising the economic profits, decreasing the costs and serving for enterprise business-decision.
