Since the inauguration of George Walker Bush, neo-conservative personages have taken up most of the influential positions in the government and neo-conservatism has been predominant. No other movement of thought, ism or school of thought has ever had such a far-reaching influence on the political process and diplomatic thought of a country and determined and guided the various important decisions of the government and further evolved them as the national policies as the neo-conservatism has done. Neo-conservatists have orientated America's international strategies as preemptive military deployments and unilateral diplomatic line to practice America's value system and to establish world-wide a new American empire based on the template of American political, economic and social institutions. Neo-conservatists firmly believe that America's value system is the only belief system to construct the world order. They believe, if necessary, the United States of America should exercise unilateralism to lead the world and construct a corresponding world order to accomplish the desired ambition. These neo-conservatists have inherited and developed the theories of neo-conservatism since 1960's and have intimate connections with current American politics. The political concepts and strategic framework of neo-conservatism conform to the American domestic hardliner's political stand and interests and now are being executed comprehensively. In the foreseeable future America's diplomatic policies will be influenced by the special political reality and neo-conservatist ideas after the 911. The present study tries to elucidate the strategic target, strategic basis, strategic practice, and strategic predicament of neo-conservatism through analyzing historical evolution and theoretical origin of current neo-conservatism of America. At the same time, the thesis analyzes the revolutionary influence brought by the neo-conservatism so that people get a better understanding of the neo-conservatist Bush administration and grasp the current America's international strategic ecology and make forecasting predictions about it.
