Research On The Challenge For The Rules Of Origin Of Joining To The WTO And Legislative Strategy In China

Rules of Origin(hereinafter referred to as "RO") is a very important tie in the international trade.Almnost all the important trade systems,such as most-favored-nation(MFN)treatment,national.treatment,tariffconcessions,anti-dumping, countervailing,safeguard measures and generalized system of preferences(GSP) are related to RO.Therefore,RO has become a critical system that influences every country's economical interests.Many countries have stipulated the complicated and strict RO,thus it has changed from a purely technical customs issue into a forceful instrument to carry out trade policies.To some extent,it has developed into one of the non-tariff barriers.Many countries have endeavoured to coordinate and unify the international RO in the past 50 years.The outcomes are reflected in the 1947 GATT,"The International Convention for Simplification of Customs Formalities" and WTO "Agreement on Rules of Origin".China has been joined to the WTO,China deadly need to study the WTO rules deeply,so the research of RO becomes urgent and valuable.This dissertation is written for purpose there to and can be divided into six chapters as follows:The paper have five chapters,Chapterâ… starts its analysis of the concepts of RO. Then it reviews the development of RO and classifies the current RO.Chapterâ…¡explain Agreement on Rules of Origin and understand the appearance and process of developing and master the key contents,and same time to know the function and faults.The Chapterâ…¢expound the question and limitation in RO in many angles.Chapterâ…£andâ…¤is the key of the paper.we begain from the history and situation of RO in China in these chapter and analyze the question of China's RO.It Gives the specific suggestion and strategy of the revolution and amend based coordination between the the question of China's RO and Agreement on Rules of Origin in WTO.
