As the society enters one new historical time, the rapid development of the city has brought a great deal of questions. Manifesting of the disadvantaged groups brings the obstacle to further development of the city. I take Shanghai as an example, to discuss how to solve the problem of the disadvantaged groups in terms of ideological work. Study this subject after putting forward the ideological work of disadvantaged groups of Shanghai urban community. Under carrying on the field investigation to Shanghai urban community economy , political position , thought , social activity etc of disadvantaged groups ,master current situation of them at the same time. It is analyzed that the existence of a large amount of disadvantaged groups is to the harmful effects on the community and the society.The fourth part Survey the current ideological work situations of the disadvantaged groups to the community of Shanghai at present. Have summed up the main measures that the urban community of Shanghai takes to the ideological work of disadvantaged groups. Have analyzed the deficiency of ideological work and concrete problems existing, for instance, various circles of society pay no attention to ideological work of the disadvantaged groups, weakness of the ideological work teams, the fund input is insufficient,etc.The fifth part is a focal point studied. Background of ideological work of disadvantaged groups is first simple exposed, namely why will it be paid attention to ideological work of disadvantaged groups, what meanings does it has. Then consult the working methods to the disadvantaged groups of some countries of the west. Describe the enlightenment to us of the ideological work methods of disadvantaged groups of western countries. Finally on the basis of a large amount of investigation and analyses, have proposed the overall thinking of ideological work of disadvantaged groups of Shanghai urban community from six respects especially.
