With the rapid development of the economy and society,a better life is the growing demand of the people in the new era.The main way to improve the people’s living standard is to improve the well-being of the people’s livelihood and ensure the moderation of the people’s livelihood.In the process of social and economic transformation and upgrading,the difficult employment group of urban employment has become an important object of concern,and has also become an important factor affecting the development of grass-roots,harmony and stability.The state has always attached great importance to the poverty of the vulnerable groups.General Secretary Xi Jinping has put forward the strategy of "precision poverty alleviation",and has formulated the goal of poverty alleviation and poverty reduction for a period of time.In order to better guarantee the basic life and basic rights and interests of the difficult groups,the social assistance system has not developed well in recent years,and the employment assistance is more as a result.The contents of the special chapters are included in the Interim Measures for social assistance.The national employment model area has made outstanding achievements in promoting employment and realizing full employment.Taking Zhenjiang as an example,this paper probes into the Countermeasures of employment assistance for urban difficult groups in the perspective of work welfare,which is beneficial to help the urban difficult groups in our country to truly be out of poverty and poverty.Using the theory and system of work welfare to explore the Countermeasures of employment assistance for urban difficult groups is an important measure of healthy and effective poverty alleviation through precision and poverty alleviation,and building a powerful,democratic,civilized,harmonious and beautiful socialist modern power.Along with the acceleration of urbanization process,the number of unemployed or unemployed residents in rural areas changed from rural residents.This article,based on the work welfare perspective,revolves around the "work" as an important measure of "giving it to fishing".From the development and evolution of work welfare in the western countries and the continuous improvement of the current employment assistance policy in China,the employment background of the whole country and Jiangsu province is understood in detail,and further to the employment difficulties in Zhenjiang.Difficult groups are discussed.The interview method is used to understand the work mechanism of Zhenjiang in the promotion of employment,especially for the related measures of the difficult employment groups.Through a more in-depth interview and investigation,the basic analysis of the current employment in Zhenjiang is made,and two typical cases of entrepreneurship and employment are selected according to the interview situation.Secondly,through the interview of Zhenjiang employment assistance staff,Zhenjiang(once)employment difficult groups and relevant experts and scholars,we have found some problems in the process of employment assistance in the current urban difficult groups,and the three parties think that it can be solved with practical significance.Measures。 In the end,this paper puts forward reasonable countermeasures and policy suggestions in view of the problems of work and welfare,and then promotes the development and policy improvement of employment assistance for the difficult employment groups in cities and towns.The recommendations of this paper are:(1)implement the special employment relief plan for urban employment difficulties groups,and classify them in different levels.To clarify the object of employment assistance,to strengthen the support for the employment factors of the difficult employment groups in cities and towns,and to strengthen the employment,entrepreneurship training and employment assistance for the difficult employment groups in cities and towns.(2)establish an employment rescue information network system,establish employment information network covering the whole region,and establish a long-term employment assistance tracking system.(3)to improve the main body of employment assistance in urban employment difficult groups,to further highlight the main responsibility of the government and to establish the employment assistance system with the participation and cooperation of the diversified subjects.(4)to improve the working ability of the difficult employment groups in cities and towns,to strengthen the employment consciousness of the difficult employment groups in cities and towns,to fully excavate the employment advantages of the difficult groups of employment and to improve the labor skills of the difficult groups in urban employment.
