At present, the key of land-using system reform in our country is to promote the circulation of the right to use the rural land,under the prerequisite of stabilizing the family-contract responsibility system.The current situation of the rural land circulation in china is:the policy which will not change for 30 years have set the peasants' mind at ease;the rural land circulation has developed constantly from one place to a wide area;the farmers know little about the laws and regulations of land circulation;the forms of the land circulation are varied;the rural land circulation has palyed a promotive role to rural economy development in many aspects.But in the process of the circulation there are still some problems that can't be ignored:the government position itself improperly;the circulation lacks the support of essential laws and regulations;the operation procedure is not standard enough;the fanners are afraid of trouble seriously and their attaching-to-land complex is also serious.Through analysing decisive factors and macro-factors influencing the land circulation, this thesis has proved further that circulating the land freely is the only way of rational distribution of rural land resource and has pointed out the factors restricting the land circulation:the backward thinking,the unsteady transfer of the labor force and the ambiguousness of the attribute of the articles. According to the analysis of the current situation of rural land circulation and its influence factors,this thesis puts forward the countermeasures and suggestions of promoting the rural land circulation,that is strengthening propaganda,guiding actively and keeping the long term stability of land contract right.lt also states the basic principles of rural land circulation,that is the rural land circulation must be provided with the necessary conditions,it must adhere to the normal operation procedure,etc.
