The 16th CPC National comgress has pointed out: "Adjusting the distribution and structure of the state-owned economy and reforming state-owned capital supervisory system are the great mission of reformation of economic system ". The government of Xi'an city has also emphasized : "State-owned capital of Xi'an city should be studied and mapped out ; strategic adjustment of state-owned enterprises should be advanced ; the exit of state-owned capital from the run-of-mill field should be speeded up." It is a vital mission to achieve the strategic adjustment of the state-owned economy and drop out state-owned capital from run-of-mill field. However, it affects the development of Xi'an's economy that the proportion of state-owned economy is more than seventy percent and the state-owned economy exits very slowly. So the government is going to sell a mass of capital that belongs to the government and is worthy of fifty billion yuan, and firstly sixty enterprises are publicized for public bidding in 2003, The plan is a adventurous practice. Based on the reformation of property rights of state-owned capital and the sixty enterprises, the paper systematically investigates and studies the state of state-owned economy and the obstacle that blocks the exit of it and proposes applicable suggestions and it provides the strategic adjustment of state-owned economy and exit of state-owned capital successfully with great support and the economic objectives such as" make Xi'an city stronger and be the best in the west" can benefit from it. At the same time, Xi'an city is the leader in the west, and other cities in the west can also benefit from the experience of Xi'an city.
