Research To The Question Of Expanding Medium-sized Income Person's Proportion

Since the reform and opening-up of our country, the establishment and development of market economy, the transition of the economic system and the change of the salary distribution pattern, has drawn back the income gap between residents. During advancing the efficiency and developing economy, it has produced a series of negative influence too, has already aroused the earnest concerns of the academic circles and the whole society, and has caused great attention of the Central Party Committee and the government. Reports of the 16th National Congress of Communist Party of China proposed clearly for the first time: "expand the medium-sized income person's proportion", emphasized the special function of them on our country's reformation and development.Though analyzing the academia's extensive research to the medium-sized income person problem since the 16th National Congress, the writer put forward her own understanding. Defined the medium-sized income person from two aspects of broad sense and narrow sense, and illustrated the relationship between them. Thus summarized current various views of the medium-sized income person's conception, added her own views too. In broad sense, though pros and cons analysis to several common methods, regarded family's annual income per capita as the main division standard, combined the income gap level in urban and rural and urbanization process index, calculated the division standard. In narrow sense, introduced the price factor of commodity apartment, considered present data materials, estimated generally the relevant life quality indexes. On the ground of qualitative and quantitative analysis, generalized the similar characteristics in medium-sized income level, potentiality of consumption, political standpoint, educational degree, professional technical ability, life quality, moral quality, etc, and pictured in detail the distribution in trade, job and area. By estimating the proportion and comparing with the world, drew the conclusion that the medium-sized income person's proportion in our country was little, and the social structure was unreasonable, thus put forward the development goal. Illustrated the theoretical, economic and social meaning, possibility and restrictive factors of expanding medium-sized income person's proportion. Finally put forward pointedly thesystematic and comprehensive measures that theoretical innovation, economic and social policy had been cooperated each other.Chapter one is the introduction of the whole article, summarized and valued all views about the definition, meaning and measure since the 16th National Congress.
