Since the eighties of the 20th century, the convergence concept has already become the key concept in the economic growth theory, and the answer of the convergence problem is the answer of the basic problem of the economic growth theory in fact. Domestic and international numerous scholars have carried on research to the convergence problem from different angles. They generally think the human capital state of an area is an important factor and mechanism to influence the regional economy to be convergent or divergent. Exactly on the such basis, this paper plan to probe into the convergence problem of China's regional economy in terms of human capital and investigate the impact on growth trend for a long time of Chinese regional economy of human capital. This paper is made up of five parts: in the first part, propose the proposition, and comment to the relevant research documents both at home and abroad, and design the method and route studied. In the second part, mainly prove the mechanism of impact on growth trend for a long time of regional economy of the human capital after commenting the concepts of human capital, convergence etc. in terms of theory. In the third part, test the σconvergence andβconvergence of regional economic growth of China of the year 1981-2000. In the fourth part, through summarizing the quality of two kinds of methods of data analysis of sectional data analysis and panel, choose to use sectional data analytical method to review the conditional convergence of regional economic growth of China including human capital after dividing the period of time and use panel one to review it after dividing regions. This method can define the concrete functions of human capital in different period of time or at different region. In the fifth part, summarize main conclusion and policy enlightenment that this research drew. Main conclusion that this research draws is as follows, First, in the analysis of convergence, the result received is. Firstly, the analyses ofσconvergence shows : The difference between the areas has occupied a leading position in the total difference, and its proportion accounted for in total difference is on the rise. Secondly, βconvergence analysis shows : Before introducing the regional dummy variable, the national regional economic growth has not demonstrated the convergent trend, while the side displays after introducing, which prove the geographical position is important factor to influence the convergence. In the analysis of dividing period, demonstrates convergence in 1981-1993, and demonstrates divergence in 1993-2000, but the two are not remarkable. In the analysis of dividing regions, only the eastern area demonstrates remarkableβconvergence, not remarkable in the middle and western region. And then, the condition convergence analysis result of introducing human capital utilizing sectional data is: Through compare with 1981-1993 and 1993-2000 two analysis of period can find the number of students at middle school is blow positive facilitation to the economic growth all the time, while it is in opposite direction that the number of university students with economic growth. This and Adriana Di Liberto and James Symons's analysis result to Italy are identical. Namely the economic growth might not benefit from higher education, while the secondary education can promote the economic growth even more instead. This explains Chinese education should be devoted to popularizing compulsory education at present. And the effect of other human capital variable is uncertain in the two periods. Finally, the condition convergence analysis result of introducing human capital utilizing panel data is: Firstly, as regards the whole country, there is no remarkablecondition convergence with the introduction of human. Secondly, to eastern area, the education can promote its convergence remarkably, while the health does not.
