| China is the biggest developing country in the world, after innovation and opening to the world, its economy increases fast and continuously and its position in the international trade and international investment is more and more important. Through 15 years hard and heated negotiation, China became the member of WTO in 2001. The dream became true, so that Chinese economy connects with the international deeply, meaning that Chinese market has became the part of the international market. Economic globalization not only gives our small-and medium-scale enterprises good chance, but also brings the acid test. The operation environment has changed greatly. China must abide the market admittance principle; open the market to the WTO members gradually, making more multinational corporation to come into the Chinese market, and Chinese corporation to go out. Competition and co-ordinary will take place both in country market and international market, which means that the real globalization competition era is befalling on our corporation, so that the meaning of corporation international operation has been changed. Our small-and medium-scale enterprises even in the country will compete with MNC directly. The innovation and opening in China only 20 years, the developing level of the small-and medium-scale enterprises still fall behind that in developed country, and many enterprises have not set up the thought to take part in the international division of labor and co-ordinary, and carry the international operation. After taking part in WTO, many small-and medium-scale enterprises only bound up in copying with the WTO regulation, facing a lot of new problems in international trade and investment. On the other hand, because Chinese economy came into the world economic system, the enterprises become an important point in the international industry chain involuntarily, which brings the potential developing chance and the heated international competition in the country. To these situations many enterprises especially the small-and medium-scale enterprises need the help from the government and the academia on the thought and practice of international operation.As the scholar taking up working of international economy education and study, I have paid attention to the issue about small-and medium-scale enterprises enforcing the international strategy for years. Today I discuss this issue again to be concerned about the future of small-and medium-scale enterprises with everyone, and promote their healthy development.This essay is divided four parts:The first part: "The theory reference of small-and medium-scale enterprises enforcing the international strategy" states that the small-and medium-scale enterprises can and should take part in the international operation under the opening situation.The second part: "The experience and help of the small-and medium-scale enterprises enforcing international strategy in developed country" studies the main experience of developed countries improving the small-and medium-scale enterprise to internationalize and the apocalypse to China. At first, the policy in other countries to improving the enterprises to internationalize includes following aspects: supply the fund help; supply the information consultation and other service; strengthen the study and designing about this problems; encourage and help the small-and medium-scale enterprises to improve the technical level and production quality and the competition ability. The second, according to our actual situation, I study the government policy being adopted in the small-and medium-scale enterprises to internationalize.
