As a significant part of modern aviation transportation system, regional aviation has been playing an important role in construction of a complete route network, enhancement to the scale of aviation transportation, and promotion on social and economic progress of the regions. During the 10th five-year plan period, China civil aviation has highlighted regional aviation concept. Consequently, development thoughts and principles are proposed to bring China regional aviation to its full capabilities.This thesis reviews the history and its current status of China civil aviation development as well as its function in Chinese national economy. With a summary on the cause, tendency and experience of regional air development worldwide, represented by Europe and America, this paper draws a comparison with the status quo of China regional aviation sector. It offers analyses on fleets, airports, market, government policies as well as internal and external factors limiting quick and healthy growth of China regional aviation. Meanwhile, taking specific airline operation as example, this article studies the operating cost of ERJ145 in China. Based on favorable and unfavorable elements for building an aviation superpower, a predictive model is established to forecast future regional aviation increase. A new definition of regional aviation, problems to be considered in policy-making, policy-making principles as well as measures and suggestions for expanding and expediting Chinese regional aviation are put forward. All this can be reference to airlines for being correctly orientated in regional aviation market, and for operation guidelines and cost control. This can also be referred to government offices in their decision-making on building a route web, balancing trunk and feeder lines as well as encouraging regional aviation construction.
