Urbanization And The Dichotomy Structure: The Change And Diffuclut Position Of PAC

Problems of the peasants, agricultures and the whole countryside (Problems of PAC), which have been accumulated during the long run of the urban-rural separation structures in our country, are the weakest points that will block the development of Chinese society. With the process of the urbanization, the present urbanization mode which is propelled by the expanding of the big cities' economy widens the gaps between urban areas and rural areas. So this mode becomes the new hinder that restrains the interaction of the urban area and countryside.The irreversible trend of urbanization in China now is at its critical point to accelerate the process, meanwhile, because of the economic situation is becoming more and more harsh in the countryside, more and more peasant labors will keep leaving their land and crowding into big cities by the pull-push forces. Whereas, the labor forces surplus seriously for its too big base number of population, that's why the problem of employment is still becoming more and more severe though the economy grows fast these years. In fact', unlike the west society, Chinese cities can not absorb hundreds of millions of the labors being dispersed by the countryside through the present mode of urbanization and industrialization. Lots of labors can not settle steadily down the cities because of too many labor supplies, which is sure to form a giant unemployment group and a big gather of flowing people in the cities which will finally cause the turbulence of the society. China is destined by thepopulation situation that it cannot step the way of economy-expanding urbanization mode, which will sure make the society cost much, especially at its stability.To keep the society developing sustainable and equalize the fairness among generations, I believe that the answer to solve the Problems of PAC lies in the adjustment of urban-rural separation structure, a certain institution and public policy arrangement and sufficient development of small cities and towns, together with the sustainable developing way, which keeps most of the people living steadily and happily in the wild rural areas. To keep the society stable and realize the fairness among generations is the prerequisite, and to realize the sustainable developing in the whole society is also the necessary condition.
