With the environment problem getting more and moreserious,ourcountry is reinforcing environmental managements.As a result ,the administrative law which is aimed to regulate the administrative relationship must answer this kind of changes in order to meet the need of national environmental intervetion.The adjustments in administrative law focus on the legislation, judicature and adminstration of it, especially the problems in its adminstration. The article is intended to give advice for the perfection of the adminstration of environmentally administrative law .It begins with the legal characters of environmental right and puts up with the definition of it , a multi-dimensional right composed of both public power and private right.By analysing the disequilibrium between the administrator's power and the subject of duty's rights ,the article advises to use adminstrative reward ,adminstrative contract and administrative conduction in substantial law and also use notification , hearing,consultation and penal advice in procedure.The article attaches great importance to the restriction on the administrator by perfection of present institution and still emphasize that the most important element in administrative law is human which is the starting point of all problems ,thus , stress the human -oriented characher in administration of law.
