The Study On Functional Position And Evolvement Of The Association Of Science & Technology In China

The Mass Organizations are the very important organizations in the Chinese planned economy, which engaged in mobilizing and organizing social resource. To be one of the Mass Organizations, Association of Science & Technology (AST) undertakes responsibility which a Mass Organization should have, and it is a professional organization about science & technology because it is consist of scientists and technologists. In the different periods, functional evolvement of AST reflects the organizing form of social resource, the track of that evolvement reflects the dynamic mechanism of social structural transition as well. By the method of Investigation, literature search and theoretic analyze, in the case of Association of Science & Technology, the paper discussed the functional position and evolvement of the Mass Organizations, analyzed dynamic mechanism of organization, and put them in the process of social transition to make suggestion. This paper described the development history of Association of Science & Technology and investigated many organizations, especially the Jinan Association of Science & Technology. The system, environment, public relation ship, and function of Association of Science & Technology was described and analyzed. Two functions were defined: one is political function, the other is social function. The first one refers that the organization is the political tool of CCP and government; the last one refers that the organization is a NPO. The essence of functional evolvement of Association of Science & Technology is oriented and realistic transition. By the investigation, the function of Association of Science & Technology already changed form political function to having both political function and social function. During the process of transition, although the political function is strong, it works recessively. The Association of Science & Technology is an agency, which setup a communication platform, which takes a bridge between scientists, public, and foreign scientists. In that situation, the function of Association of Science & Technology is social-oriented obviously. Those match the process of social transition. But there are some dilemmas to organization. This paper offered and analyzed them.At last, some suggestion was made to policy maker and organization deciding-maker.
