Nowadays, the impact of globalization exists almost everywhere, holding public sector reform to meet the international convention becomes many countries' great impetus. How to make full use of the chance and the challenge also becomes the principal problem of Chinese public utilities sector reform. China is now in a special transitional period from Planned Economy to Market Economy, the methods of deregulation and introducing competition have developed from common manufacturing and circulating field to public utilities sector field which is more complicated. In the face of academic research and international practice, Chinese public utilities sector reform is tentatively on the march. How to use successful international experience for reference and integrate it with the situation of China are the foundations of our public utilities sector reform. This article takes electric power industry as an instance to analyze its market structure and competitive efficiency, and also expatiates the impact of public utilities sector reform and the policy selection. This article comprises four chapters. The first chapter sets forth theoretical foundation of the public utilities sector reform i.e. existing research results. The second one expounds the necessity of public utilities sector reform and analyzes the impact of globalization on the following aspects: organizational structure of public utilities sector, managing pattern of public utilities sector, competition and cooperation among countries and inside a country. The third one takes market structure reconstruction as a logic commencement, tries to set up a compound index system of public utilities sector reform. The last one sets forth the policy trend of Chinese public utilities sector reform, that is, government regulation reform, competitive intervene, pubic sector's corporational change, public sector privatization and multi-functional public investment.
