the balanced scorecard;Public sector;Performance evaluation,Performance management as a new management in the public management in the topic,play an important role in the organization and management,which can effectively influence the individual assessment.Through this kind of brand-new management methods and concepts,performance management become an important part of public utilities management,is a combination of public sector performance management.Utility as the major responsibility in social management department,the administrative department's close ties with the masses,function expansion,the most striking department is one of the biggest function of pressure,the government wants to implement performance management,first of all,you need to conduct performance management in the public utility management.In view of the specific conditions in China,research,design a series of performance evaluation system,through regular inspection of public sector employees,understand the performance results and performance behavior,and use of test results in the rewards and punishment system,to better develop public utilities management department personnel work enthusiasm,make it through their own efforts to obtain good results,in the end into a power source of together at the same time should also and management process,construct a good management system,to ensure that public utilities will be the idea of serving the people in the actual work.Based on the analysis on the basis of the balanced scorecard performance management of public sector,in five parts.First,an overview of the research significance and research purposes,an overview of the relevant literature review at home and abroad.Second,an overview of the related concepts of public sector;Third,to our country the present public sector performance management problems existing in the process of research,in the practical experience of public sector performance evaluation at home and abroad for reference,the applicability of the balanced scorecard,our country public sector have favorable conditions,etc.,used in the analysis of public sector performance management in our country the feasibility of the balanced scorecard;Fourth,based on the real condition of China's public sector,combined with foreign public utility using the experience of the balanced scorecard,construct with characteristics of China's public sector balanced scorecard performance management framework;Fifth,an overview of the balanced scorecard in the concrete implementation plan of the public sector performance evaluation.Through the investigation and study,according to the balanced scorecard in China's public sector into has the feasibility in the performance management,but couldn't get the balanced scorecard as evaluation directly,you need to use the "cause and effect relationship,strategic orientation,rising cycle and driver management" concept.The performance management of public utilities in China using the balanced scorecard need combined with the actual situation to improve and adjust,improve the introduction of the balanced scorecard difficulty and complexity.And research performance,business performance management in public,the effective application of the balanced scorecard to cover system,idea,technical guarantee and support.
