As we all know,in order to build a country,a rich country and a powerful country,we must manage well the talents,who are the root of all.Since the founding ceremony of the People's Republic of China,China has become a major country in human resources because of the development of talents,which has resulted in remarkable achievements in all aspects of the country's construction All kinds of talents have played an irreplaceable role in the reform and opening up,national development and modernization drive.However,at present,the competition for talents in the public sector and enterprises in China is very fierce.At the same time,due to the construction of civil servants in the public sector at the grass-roots level,there are still some inappropriate places In the use of talents some decadent backward ideas still exist,in the cultivation of talents,there are some laws that are not suitable for the growth of talents.This directly leads to outstanding talent can not stand out,can not shine in the Post,resulting in the public sector civil servants to accelerate the flow of talent,difficult to retain the phenomenon.As a result,they can not meet many outstanding high-efficiency talents in salary,salary and promotion,so they choose to flow to the enterprise.In the area of regional selection,more talents will choose to develop more challenging southern developed cities,which directly led to the northeast of the lag in the development of public utilities.This paper tries to put the policy of public sector talent mobility in northeast China under the framework of multi-source theory by sorting out the changes of the policy of talent mobility in northeast China This paper analyzes and sorts out the difficulties and problems encountered in the process of the policy change of public sector talent flow in northeast China by using the theory of multi-source flow,and probes into the countermeasures and means adopted in the process of policy reform Based on the theory of multi-source flow,this paper puts forward some suggestions on the policy reform of talent flow,improves the policy system of talent flow in public sector,and provides theoretical basis for optimizing the policy of talent flow in public sector in northeast China.First of all,the paper gives a detailed review of the development process of the public sector's talent flow,especially the sorting and introduction of the talent flow policies in various stages,showing the status of the public sector's talent flow policies invarious stages This paper analyzes the reasons for the reform of the policy of talent flow in the public sector,and emphasizes that its transformation is not only the promotion of the Internal Law of the development of public utilities in northeast China,but also the requirement of the development of the external environment.Secondly,the paper takes the multi-source theory as the systematic theoretical framework,and analyzes the factors influencing and restricting the policy transition of the public sector talent flow in northeast China from three sources,namely,the source of the problem,the source of the policy and the source of the policy The paper discusses the reasons,methods and effects of the policy change.Finally,based on the overall situation and the multi-source framework,the paper puts forward some suggestions that will be helpful to the reform of the policy on the flow of talents in the public sector in northeast China Starting from discovering the source of the problem,enriching the source of the policy,creating the political source suitable for the sustainable development of public undertakings in northeast China and opening the window of the policy,to study how to further deepen the northeast public sector talent flow policy,so that the northeast public utilities in the future to be able to long-term development.
