The Short Message Service And Its Application In Mobile Government

The mobile government attracts people's sight since its particular mobility. It based on the character "anytime" and "anywhere" which break through the limitation of time and location. The mobile government improves the workflow of the government besides the enhancement of the working efficiency. It will become the main object of government efficiency construction because of its advantage and practicability. What's more, the mobile government explores the new orientation for the future e-government development. At present, the m-government still has a promising future abroad. As for China, limited by the information level and conventional working model, it becomes a novel one for the government, worth to research.The article based on a system example in which the author took part in the whole design and part of the development for a county government. The author hopes to offer some contribution to the development of the theory and application of m-government by the detailed analysis and the summarization of the experience of system design.The main research object in this article is the application of the mobile e-government and its subclass Sms-Gov in one of Zhejiang Province's county government. The author took part in the whole system's development, including the feasible analysis, the design of the portal and the functional modules. Among the system modules, the author designed the notice submitting one independently and completed part of the original code with JSP and Java language. In the article, the author will take the deductive research method to analyze the emergence and application of the mobile e-government. In addition, it uses the system design method called "lifecycle" which proposes a detailed applicative model of mobile e-government from the point of system analyses. At the same time, the thought "cooperation" in supply chain management is always shown during the design process. Through the research of the mobile e-government in both theory and practice field, the article proves that mobile e-government can connect the "information isle" among different industries and departments, improve the government workflow and expedite the circulation between governments. The author believes the mobile e-government will sure become the aim of future development in the field of both theory and practice, offering some contribution to the government revolution in our country.
