Electronic Business appeared in 1970's in the Western developed counties. Then it was recognized as a means to enhance efficiency and to reduce the cost. However, its further development was considered limited. In late 1990's, with the rapid development of computer technology and the popularization of Internet, Electronic business was being put into practical applications. Nowadays, Electronic Business is one of the most frequently used terms in IT field.Mobile telecommunication technology has been applied to more and more fields; handy phones and other mobile terminal appliances have been wildly used. So came a new concept—Mobile Electronic Business. It is actually a part of Electronic Business, only its media extents from the traditional Internet to a wireless field; therefore, has more potential applications. It is attracting more and more manufacturers and businesspersons with its flexible, easy and fast and operation and of no limitation of time, location or environment. It must be one of the most important business measures before long.Among the limits to the development of the Mobile Electronic Business, the most influential one is the bottleneck of wireless frequency. The Mobile Electronic Business far from the one requires the existing transfer rate of 64Kbit/s. It is not practical to establish the Mobile Electronic Business based on the second generation of wireless telecommunication technology system. The Mobile Electronic Business can not develop to a high level until the perfect establishment of the global mobile telecommunication network of the third generation (3G), even the forth generation (4G).Recently, a new mobile data telecommunication business seems becoming hot, that is, Short Messaging Service (SMS). The quantity of short massage is increasing more than rapidly. According to a China National Information Industry Conference, by the end of 2002, in China, the number of the installed telephone had reached 420 million, taking the first place in the world. Among them, 220 million sets are fixed ones and 200 million sets mobile ones. (China Mobile takes 70% and China union 30%) China has established business relationship with more than 200 countries and districts, and the mobile telephone can work in 120 countries and districts. In 2002, short messages of China Mobil and China union reached 70 billion pieces. Let's say the rate was 0.10 Yuan/piece, the income reached 7 billion RMB Yuan.By conservative estimation, among the short messages, 30% were sent by the service providers (SP) that is, in 2002; the SPs(SINA, NETEASY, SOHU, as so on) sent 20 billion short messages. According to the China Mobile's Starting Plane of Mobile Dream Network, the contracted SPs are allowed to charge 0.10 to 2.00 RMB Yuan more as value-added fee; therefore, the income increases to at least 0.200 RMB Yuan, and 2003's income should be more than 4 billion RMB Yuan. Minus 15% for China Mobile, the SPs still have the 2.5 billion RMB Yuan.From the development of the short message business, a new Electronic Business—The Mobile Electronic Business Based on Short Message is appearing. Wish Chengdu Tongfa-Guanjun Telecommunication Co., Ltd. (CTGTCL) as example, the type, features and the market-developing tendency of the Mobile Value-added Business Based on Short Message (MVBBSM) are presented and the strategically developing tendency and the future of MVBBSM are discussed.CTGTCL, an indirect shareholder of China union, is a typical telecommunication company with mobile digit as its main business. The author has been working for a long time as executive manager for CTGTCL who is in charge of the technology section and market section. In 2000, the board approved the shortage message business proposed by the author. Through three years' operation, the author has acquired plentiful experiences.
