Scientific Development View, put forward at the Third Plenary Session of 16th Party Central Committee of the Communist Party of China, is a new development of the development economics. Having absorbed and synthesized the achievements of the study on human social development in an all-round way, Scientific Development View points out that the essence of development is "People First", the basic goal and intension of development is "the development of economy, society and people in an all-round way", the basic demand of development is "the comprehensive, harmonious, and sustainable development", thus completing and deepening our understanding of development with accuracy. With a profound ethical significance, Scientific Development View reflects China's ethical pursuit in choosing sensible ways of existence and development. Promoting the overall development of people is the essence of Scientific Development View, seeking the harmonious development in economy, society and environments is the goal of the sustainable development, and social justice is the ethical basis of Scientific Development View.Centered on "For what to develop" and "How to develop", the paper includes six parts. In the first part, the author introduces the evolution, proposal and intension of Scientific Development View, making preparation for analyzing its ethical significance. In the second part, the subject ethical of "People first". In the third part, pursue justice social ethics. In the forth part, economic ethics of rational growth. The fifth part is on political ethics of serving the people. The sixth part is about ecological ethics on the relation between people and nature. Among the six parts above, the first part introduces Scientific Development View and the next five parts is an explanation on the ethical significance of it. The second part answers the question of "For what to develop" while the third to sixth part replies to the question of "what is good development" stressing that we must properly deal with the relation between people and development, people and economy, people and nature. All the six parts comprise a unified organic theoretical system.
