People-oriented Nature Of The Scientific Concept Of Development

Nowadays, development is the main topic of the world. What is the development? Why do we need development? How the development goes on is the central task of our present Chinese society. Our understanding of the development experiences a deepened process. The development strategy that heavy industrial had priority before reform and opening has shifted to putting forward"Center on Economic Construction"and"Development Is A Powerful Truth"since the reform and opening, which fully affirms the importance of the development, enhances the understanding of the development. However, in the process of the development in recent twenty years, the problems appear in Chinese society, such as resource, environment, income gap, which confines our social development. On the basis of the regular pattern of the development grasped completely and deeply and correctly by the Central Party, and on October, 2003, the Third Plenary Session of the Sixteenth Central Committee of the Party definitely put forward"Center on Human Being Insistently, Establish Comprehensive, Coordinate, and Sustainable Development View, Promote Full Development of Social Economy and Human Being."Chairman Hu Jintao called such development view as scientific one. The paper illustrates its specific connotation of"Center on Human Being"in detail and points out that the center-on-human-being is the essence of scientific development view by means of the evolution and the ordering of the scientific development view. In October, 2006, the Third Plenary Session of the Sixteenth Central Committee of the Party points out that the social harmony is the aim that our Party strives for untiringly, the construction of the socialism and the harmonious society are put in a much more obvious position, meanwhile, the construction of our socialist harmonious society must be emphasized and the principle of the center-on-human-being must be upheld.
