And then using the system economics frame, the article expatiated the theories foundation of the privately owned bank's existing and development. On the foundation of theories analyzing, the article turned to pay attention to the Chinese economy life. An outstanding problem in our reform of financial system was:" Finance development behinds the development of the small and medium business enterprises. And then, the small and medium business enterprises, especially privately owned capital, were obstructed seriously from obtaining the finance support". The small and medium business enterprises have the important function in economy circulate. But the bound financing environmental greatly restricted the development of the small and medium business enterprises. The article analyzed the difficult reasons of small and medium business enterprises' financing, and thought that developing the privately owned bank is an important path in solution. Actually, this is the necessity of the privately owned bank's development in Chinese economy life. After above analyzing, the article opened out some problems that opening the privately owned bank demands to solve, and brought forward the advices of developing our privately owned bank, and designed a set of blue print.
