But POSMSE are facing many restrictions and hampers during their developing and growing stage, among them financing plight is the prominent problem.Financing problem is a world wide problem that puzzled small-and-medium-sized enterprises,While in our country POSMSE will be influenced not only by economical operation itself but also by some special restrains appeared during our economical mechanism reforming and by the distemperedness of our laws and related regulations .Hence, POSMSE's financing problem appeared more complicated in our country.This dissertation take an overall analyse on all the reasons for POSMSE hard to get financed . Should Goverment, administration mechanism, and financing circumstance as well as enterprises themselves be blamed for the plight that POSMSE are confronted with. There are inner reasons as well as exterior reasons. Government doesn't supply corresponding supporting policies towards solving POSMSE's financing problems. If government want to solve the POSMSE 's financing problem radically, it must remove the restrictions on POSMSE 's financing which are slowing POSMSE's development by reforming present economical system and taking all efforts to form a good financing environment for POSMSE, develop all types of financing channel and take multifold form to help POSMSE to get financed.This dissertation has been divided into six parts which are listed as following:Part one: IntrductionThis is the basic part of whole demonstration research.
