With the development of economy, both in China and in the world, passenger transportation by bus has been becoming the "century problem", which Chinese big cities have to face in order to keep economy develop steadily. The author of this paper tries to solve such problem, in the stand of Shenzhen government. From the view of a policy maker, the author draws experience from Shenzhen practices, and points out what responsibility the government is as well as what strategy the government can take to make further progress.The paper can be divided into seven sections. The first part states the necessity and importance of the research on the policy of Shenzhen passenger transportation by bus. In the second part, the author refers to the developed countries' experiences, analyzes stages which China has past. The third part surveys the currently total passenger transportation number and its share by different modes, including bus, ship, and air. At the same time, the author analyzes the present situation of bus transportation, from stop station, automobile to regular bus line, and points out the structural and gross unbalance of Shenzhen passenger transportation market, between demand and supply. In the fourth part, based on reliable resources, the author, forecasts passenger transportation number by bus in the next decade, by using rational and qualitative analyses method. In the fifth part, the author tries his bestto illustrate his policy advices as well as their practical effects for different provinces, by using theories and demonstration. In the sixth part, the author gives advices on Shenzhen passenger transportation policy. In the last past, the author draws conclusions from his research.
