Study On The Strategy Of Cultural Construction Of National Stocking

The national material stocking department is established in the fifties of the 20th century, both organization design of the department and overall structure arrangement are affected by the old strategy mind of "fight great battle "and the economic model of Soviet Union. After entering 21st century, facing of the deep change of the situation of the international politics and economy, how to adapt to the change of external environment condition constantly and serve for national economic construction better have already become the important subject of the national material stocking department in dealing with how to survive and develop in future. National material stocking department has accumulated a lot of outstanding materials and spiritual wealth in the development courses of more than 50 years. In the face of new situation and task, accelerating the cultural construction, moulding the storing culture fitting for the change of external environment condition and national material stocking reform and development need are imperative and extremely urgent.The problem that this text studies is storing cultural construction. As a kind of cultural construction organized by government, we find that the appearance and developing of this concept are closely linked with development of human society, economy, technology, among them the development of the management theory is carried throughout. We draw lessons from and use many research results and basic theory, such as: management, organize behaviouristics, public relationship, public administration study. All of the theories are used to orientate, analysis and diagnose to the organization and the culture characteristic of national material stocking. The paper establishes the directing theory, main content and methods of cultural construction of storing. And puts forward the principle, orientation, model and content of storing cultural idea construction especially, makes the strategy and implementing scheme of storing cultural construction. All of these are used to offer a set of comparatively intact and systematic working techniques and thinking, promote the development of national material stocking career, and offer some reference for the construction of organize culture in our government.
