China is a large agricultural country, with nearly 800 million farmers. Party and the country has always attached great importance to "three rural problems" (agriculture, rural areas and farmers), from the formulation of agrarian policy during the New Democratic Revolution to the implementation of the land reform program during the socialist construction time, from the land-house held responsibility system during the reform and opening time to the new rural construction planning. Especially since the time of building the new countryside, the income of rural residents, production, infrastructure, human settlements and so many ways, got a significant upgrade and improvement.Rural areas have undergone the significant changes.However, to the non-material culture in the rural areas, it has made some achievements, but the material cultures do not match the speed of development and the spiritual aspects of farmers can not meet the rapid development of material civilization, even issues of cultural dislocation appears. So this paper has adopted the cultural lag theory to analyze and study the incompatibilities of the material culture and non-material during the cultural development in the new rural construction.Culture is the material goods and spiritual products in the process of human nature and human society creating. From the perspective of social's change, culture has always been in flux. In the cultural process Overall changes, due to various factors functioning in various parts of the speed of change is not consistent. The rapid and preemptive changes in material culture often lead to culture, spiritual and cultural changes institutionally. Differences in the speed of this change will lead to cultural lag, that is to say, the old culture will come in the new material conditions, and then the disorder of material culture, institutional culture and spiritual culture will appear in the social development.Therefore, the relative independence of the non-material culture becomes the resulting theoretical reason for the cultural lag. Meanwhile, during the new socialist countryside construction, the economic preferences of government policies implementation, the general low cultural quality of farmers, the relative backwardness of rural basic education, and the other series of realistic factors has become incentives reasons of the culture lag problems in the new socialist rural construction,even the has exacerbated the problem of cultural lag.In the process of building new countryside, rural economic, political, cultural and social have taken place intensely. As the change process is uneven, it makes the development of the material culture and intangible cultural broken. Widening of this fault will cause many unstable factors to the socialist rural areas. Only to explore resources in this fault and find the material culture and intangible elements of cultural relativism, and then reduce the culture lag to some extent, it can be achieved the sustainable, healthy and stable development of rural areas.Therefore, only to strongly develop the rural economy, focus on building a harmonious society, strengthen the institutional innovation, coordinate the material culture and spiritual cultural development, improve the quality of the peasants, and set up cultural consciousness, it can in order for the construction of the new system of rural culture and cultural development of the provide material and mental protection. This is not only the objective requirements of the implementation of the scientific development concept and the meaning of building a new socialist countryside, but also the need to solve the practical problems of rural realities.
