At present, I think the best way to solve the difficulties which the expropriated peasant facing is to set up social security system as soon as possible .It can not only solve their difficulties, but also can reduce the cost that enterprises absorbed the expropriated peasants, strengthen the competitiveness of the expropriated peasants in the labor market, in order to urge the enterprise obtain employment, and form the cycle of aspiring development with employment. Pension insurance and the medical insurance, for the expropriated peasant is very important in a great deal of projects of the social security. The study indicates, 30-40 years before the coming of social aging peak, carry on social pension and ensure the best period set up of the system by way of storing and accumulating, the shorter time is, the more passive time is. The countryside of our country would begin to step into the aging society overall in 2030's, if does not make the best use of time to establish and perfect the expropriated peasant's pension system right now, we will fall into the serious predicament by the middle period of this century, so the present stage is "gold period" to set up the expropriated peasant's pension insurance.
