A Study On The Antidumping Of China's Paper Industry

Paper industry is an important basic industry which provides raw materials for national economy. Nowadays, the level of consumption of paper and paper board has become the symbol of a country' s modernization and civilization. Since China' s reform and opening to the outside world, paper industry of China has obtained rapid development. However the overseas powerful nations are threatening China' s paper industry with dumping.Based on existing achievements, after detailed analysis of the urgent antidumping circumstances, this paper points out that antidumping is legal and effective weapon which provides fair competition circumstance and wins valuable time for domestic paper industry to improve its competitiveness. Then the author evaluates the economic effect of the representative newspaper case . Several points can be drawn from this paper: firstly, on the one hand, antidumping measures have long-term effect on the export of the subject countries, on the other hand ,they have short-term effect on that of the third countries; secondly, implementation of the antidumping measures should accord with the public interests, and the effect of the antidumping measures on the semifinished product is uncertain; thirdly, the effect of trading version weakens the protective action on the domestic paper industry; finally, the tariff-jumping.
