Balance originates from the natural science at first. After the economist named Mat thus leading this concept into the analysis of the economics for the very first time, this principle has been applied in social science extensively. In political field, out of balance and the not balance are the two objective truths. They may make the progress of democratization meet with "bottleneck" and affect our stability. Leading the theory of balance into the political field, and reading the democracy in well balanced, we can see that the democracy on the modern meaning wants to set up the well balanced of main political relations in the frame of the current institution. It is good not only to develop democracy theories, but also to design a new terrace for our democracy construction.This thesis is composed of four parts except preface. In the first part, it deals with the balanced problem and the other main concepts. This part is the basis of the article. In the second part, it analyzes the main balanced relations within democracy, and states characteristics and meanings of balance also. In the third part, the author elaborates on the paths that construct the balanced mode. The last part, the author analyzes the application of this theory in China. Through the analysis, we can see that balance is the important principle of our contemporary democratic development.The innovation of this thesis is: first, it gives a special visual angle and new means to learn political relations. Second, the definition of balance and the other related concept are systematical and comprehensive.
