China's access to WTO and its successful bid for hosting 2008 Olympic Games have made it possible for the sports industrialization to develop at an unprecedented high speed in China. The sports broker, as a newly arisen occupation, is a medium linking the production with consuming and realizing the circulation in the sports industry. It is a driving machine as well as a lubricant to participate directly in the planning and promotion of athletic events and the mobility of athletes, which is very important to quicken sports industrialization in China. Sports brokers need abundant professional knowledge, sharp consciousness for market information, overwhelming ability to deal with public relations, good reputation among the people and good mental state for all the time. Sports brokers with good qualities can better plan,promote and operate various athletic events for athletes. According to the main body of the business, sports brokers can be classified as individual broker, partnership broker, promoting company and other economic organizational forms. Of course, sports brokers can also be classified on the base of the agent scope, the form of the promoting activity and so on. This paper illustrates the characteristics of sports brokers in foreign countries, especially France and America. There is a complete and excellent training system for sports brokers in France. Some universities and colleges even provide training courses for students who want to become professional sports brokers. Those who have already become qualified brokers can further improve themselves with the help of some advanced training classes. In America, sports brokers usually have an expanded agent scope, ranging from promoting athletic events to transferring jobs for athletes. More business has brought more fame and more money to sports brokers, thus they are very influential and competitive in the sports business. In most countries, governments have adopted quite strict laws to regulate sports brokers and their business to prevent illegal activities in the sports industry. Yet, sports brokers still have some freedom to do their own business independently. Compared with the sports brokers abroad, this paper points out some deficiencies of sports brokers in China caused by legislation, management, training mode, agent scope, personal quality and many other factors. In China, only a few institutes provide training courses for sports brokers in the form of short-term training classes. Trainees can only learn some theoretical knowledge and almost have no chance to put it into practice. Such kinds of sports brokers are lack in high professional qualities and can hardly satisfy social demand. Although some sports brokers have already got their broker certificates and done something to promote athletic events, they still need to improve themselves, broaden their agent scope and strengthen their competitive ability. Sports brokers develop unevenly because of the uneven economic development in China. In some developed costal cities, sports consuming has already become an important part in their daily life, which provides a good environment for the growth and maturity of sports brokers. The quality of the audience, such as their understanding of the rule in the game and their enthusiasm, also contributes to the development of sports brokers. The present administrative system obstacles the sports industrialization in China, and at the same time, makes it impossible for sports brokers to carry out their own business independently. Since the relative laws and administrative measures are not complete enough, sometimes there are actions against the law, which disrupt the athletic market. Besides, some traditional concepts hinder the development of sports brokers. Sports brokers are not regarded as decent jobs in China, so young men are not encouraged to be engaged in this business.
