After the founding of the People's Republic of China in 1949, as it was existed differences between China and the United States in the aspects of ideology and political system, which led to isolate and stand-off each other over 20 years. During this period, China and the United States always contacted and communicated through a variety of other channels not including the formal diplomatic channels. But since the U.S. President Richard Nixon visited China in 1972, the Sino-American relations developed rapidly, the exchanges of political, economic, trade and cultural aspects have become increasingly frequent. Thus, the existing communication's channels can not meet the needs at all, they must consider re-establishing a new liaison channels between the two countries. In addition, since the late 1960s, the international situation also have experienced evident change, the Soviet Union became a great threat to China and the United States. On one occasion, if they can establish a "tangible" connection between the two countries at present, which had a significant restraint effect on the Soviet Union undoubtedly. These affairs were consulted by the governments of China and the United States, they finally agreed to set up Liaison Offices in each other's capital, as liaison organizations.Sino-American Liaison 0ffices are not only a bridge for Communications between the two countries, but also an important window that the leaders of both sides understand each other's national conditions. In the process of normalization of the Sino-American relations, the United States Liaison Office in China not only make plans for the American political leaders for visiting China, pay close attention to the political situation in China, but also according to their own understanding about Chinese conditions, political and cultural to provide their own views and recommendations about the policy against China that the American top decision—makers made ,it constructed bridge and road for healthy development of the two countries'relations. The Chinese Liaison Office in United States played an active role in the fields of promoting the Sino-American cultural exchanges, advancing the Sino-American trade connection, enhancing mutual understanding. There is no doubt that it has accelerated the process of normalization. As the latter half of 1970s, the Soviet Union vigorously expand its sphere of influence, and made the international strategic situation of the Sino-American countries increasingly deteriorated that made the two countries had to decide to start the negotiations on the establishment of the normal diplomatic relations between China and the United States. In this process of negotiation, the U.S. Liaison Office in China put forward the negotiation's principle of"from easy to difficult"item, and obtain the top decision—makers recognition; the Chinese Liaison Office in the United States reported the political position of the U.S. government in time to China. Therefore, with the unremitting efforts of the two countries'leaders and Liaison Offices, the Sino-American negotiations on establishment of diplomatic relations achieved success with surprising speed. The Sino-American relations had realized the normalization ultimately.
