On Value Orientation Of Public Access To Government Information Resources

Government information resources are some special kind of public goods and opening them to public is a kind of special public service. The purposes of public's enthusiasm to accessing to government information hampered. Study on the value orientation of public access to government information resources can make up for the adjustment of the vacuum from the moral-building dimension of information act, and promote public access government information more convenient and efficient. All fruitful researches at home and abroad mainly from view of the legislative, administrative ethics, the interests of balance, performance evaluation and so on.Public access to government information resources should insist on purpose value orientation. That is to make access of government information resources fair, norm and accuracy, and that will promote the building of conservation-minded government, transparent government and responsibility-oriented government. And it should also insist on tool value orientation,. That is to make access of government information resources economic, efficient and convenient, and that will promote the building of conservation-oriented government, performance-oriented government and people-oriented government.Last but not least, analyzed on disclosure of Xiangtan City's bridges toll charge information, the author found out that the public's right to know had encountered some obstacles, for example, the government refused to open the information the public applied, or only opened some of the information, or set restrictions to impede public access to information. And that would have some negative affection on realizing right of participation, right of expression and right to supervise. In order to fully realize the public right to know, government should revise the relevant provisions of People's Republic Of China Government Information Disclosure Bill, establish and improve the accountability mechanism in time and give full play to the medias of their supervisory role. In order to realizing the public's right to know and the other rights, we should insist on purpose value orientation and tool value orientation.
